David Andersen Norway Gilt Sterling Guilloche Enamel 3 Pc Boxed Demitasse Set for Tea.  Designed by Guttorm Gagnes, Goldsmith (1906-1964).  The pattern appears to be "Radhus Med Vifte" which loosely translates to "City Hall with Fan".

They are gold washed with blue guilloche enamel in original box and have the David Andersen mark dating it from 1925 to present.  The box of this set appears to date it to the 1940's-50s.  It is in beautiful condition, with the fork having a tiny rough spot on one edge which is too tiny to photograph.  The tongs have a small area of discoloration to the enamel.  Box has age related corner, surface and edge wear.  Set is much more beautiful than the photos show.
